Proposed Work Plan at AFP4

Forest Law Enforcement, Governance and Trade

  • Workshop on Forest Governance and Decentralization in the context of the priorities of the AFP

    The proposed workshop is based on the experiences of the FAO/RECOFTC sponsored workshop on Decentralization and Devolution in Forest Management in Asia, held in Davao Philippines in 1999 and the UNFF-led initiative, initiated by Indonesia and Switzerland, on Decentralization in the forest sector, held in Interlaken, Switzerland in April 2004. It will seek responses to actual challenges and next generation issues on decentralization in the context of the priorities of the AFP.

Activities to combat illegal logging

  • Promoting cooperation among customs agencies and other relevant agencies in Asia to reduce the trade in illegal wood products.

    The main objectives of this Work Plan are to catalyze information sharing between enforcement agencies in exporting and importing countries to assist in enforcement efforts related to wood products trade. The Work Plan further aims at strengthening the quality of documentation and requirements for documentation for wood products shipments to reduce fraud, falsification, and illicit acquisition of documents.

  • Formulating guidelines for systems to verify/assess the legality of timber within the context of sustainable forest management (Legality 2)

    Main objective of this workplan is to develop a guideline for the verification of legality of timber. The Working Document on the proposed guidelines for systems to verify/assess legality of timber should address the pertinent issues related to the legal origin of timber, including the definition of legality, the chain-of-custody, and requirements for third party verification, and how verification for legal origin of timber can form the first step in implementing forest or timber certification in the countries concerned in order to promote sustainable forest management. It is envisaged that the outcome from the Workshop can also contribute to the implementation of the proposed ASEAN timber certification scheme. the first 'legality Work Plan'.

  • Establishment of Legal Origin Verification System

    Main Objective of the Work Plan is to establish means of independent verification to curb illegal logging.

Developing capacity for effective forest management

Various institutions in the region have developed training resources. It would be beneficial for both, those providing and those looking for training resources to have a comprehensive overview of which institution has developed what kind of resources. This will increase the use of existing training resources and prevent duplication.

 Activities to combat illegal logging

A review of existing (bilateral) agreements and announcements on illegal issues is expected to strengthen and enhance the effectiveness of those agreements through the exchange of information and experiences.

This work plan builds on other work plans. Among other results it will produce a draft proposal on a policy paper on harmonization of regulations incorporating results of the workshop and the study. This proposal would encompass steps to be taken by member countries to implement existing timber tracking systems to safeguard against illegal trade of timber

On rehabilitation and reforestation of degraded lands

The main objective of this activity is to help partners in handling and solving the problems of forest and land rehabilitation and related issues. Expected outcomes are:

  1. To provide skill-full, trained and professional officers within the partner institutions managing forest issues and related institutions with relevant and sound background of forest and land rehabilitation issues;
  2. To enhance their roles and awareness in preventing forest degradation and/or destruction;
  3. To promote rehabilitation of forest and land as well as promoting natural conservation issues.

A regional workshop to promote the development of small-scale tropical plantation. Among other questions, the workshop would consider the following: 

What are local communities participation in the plantation forest development? What are the roles of plantation forest development in the livelihood and well being of local/rural communities? Why local communities/farmers do or do not prefer to plant certain species?

On Fire Prevention

This work plan proposes the establishment of a Regional Forest Fire Management Center for Peat and Swamp Areas. The center is expected to prevent and control wild-land fires using a regional approach to integrated forest fire management.
