Work Plan (Bilateral) proposed by MoFA - Japan

1. Title of the Work Plan

Reviewing the existing bilateral agreements/announcements on illegal logging.

2. Main objectives of the Work Plan

There are several bilateral agreements/announcements on illegal logging issues(U.K.-Indonesia MoU, China-Indonesia MoU, Japan-Indonesia Joint Announcement & Action Plan, Korea-Indonesia MoU, etc.). Enhancing exchange of information among partners on those bilateral agreements/announcements would be of great benefit in solving the illegal logging issues.

Main objective of the work plan is to review existing bilateral agreements/announcements on illegal issues so as to explore the effective ways to combat illegal logging.

3. Expected results

Though several bilateral agreements/announcements already exist to combat illegal logging, the work plan is expected to bring the following results:

-A strengthening of, and enhancing the efficiency of, existing agreements/announcements by providing the exchange of information and experience with other agreements/announcements.

4. Modalities/Procedures

Convene a meeting among relevant stakeholders who have made bilateral agreements/announcements on illegal logging issues(U.K.-Indonesia MoU, China-Indonesia MoU, Japan-Indonesia Joint Announcement & Action Plan, Korea-Indonesia MoU, etc.).

5. Time frame

6 months-1 year

Various possible sources, including ODA and non-governmental financing.

Note:

The following is a summary of feedback to this Work Plan from participants to the AFP 3 meeting held November 21, 2003 in Japan.

1. UK government representative expressed that UK strongly supports this work plan.

*At the meeting held among officials from the governments of Japan and the UK in Tokyo on 3rd and 5th December 2003 to discuss collaborative work on illegal logging, the representative of the government of the UK expressed that the UK will offer to lead and provide financial support for AFP work plan “Reviewing the existing bilateral agreements/announcements on illegal logging”. The terms of reference of this work have not yet been finalized and the UK may confer with CIFOR to complete the terms of reference, identify a contractor and undertake this work.
