Work Plan (Illegal TT) proposed by MoF Indonesia
1. Title of the Work Plan
Analyse market access of illegal
timber trade and means of verifying legality
2. Main objectives of the Work Plan
To identify existing agreements and policies on
international timber trades and mechanism on timber tracking and Chain of
Custody among trade partners;
To identify and assess current situation on
timber trade;
To develop a policy paper on harmonization of
regulations and implementation timber tracking among member countries to
safeguard against illegal trade of timber
3. Expected results
Drafts on policies regulation, and current
situation on international timber trade among relevant countries.
Workshop on timber trade policy and regulations
among member countries using the results of the study and timber tracking
systems of partners (e.g. LEI, MTTC systems etc.) as platform
Draft proposal on a policy paper, on
harmonization of regulations, incorporating results of the workshop and the
study. This proposal would encompass steps to be taken by member countries
to implement existing timber tracking systems to safeguard against illegal
trade of timber
4. Modalities/Procedures
Specific target of the Partnership/Initiative
Review on existing regulation and policies of
timber trade among partner countries:
Identify existing agreements, policies, and
current situation on timber trade in member countries from government,
timber industry, institution representing timber consumers, and civil
society.
Identify timber tracking mechanism of member
countries in terms of technology, standards.
Identify and assess supply and demand for legal
and certified timber, in terms of network,
Communicating and facilitating inputs:
Developing study on harmonising regulation,
policies, and mechanism of regional timber trade
Implement a workshop on timber trade policy and
regulations among member countries using the results of the study and timber
tracking systems of member countries (LEI, MTTC systems etc.) as platform,
to facilitate any inputs regarding the study.

Main financial supports are expected from donor
partners e.g. Japan, EU, USDA, Finnish Government, Germany, etc, especially
from the Netherlands.
