Proposed Steps to Enhance the Asia Forest Partnership,

  • Facilitated by a secretariat or volunteer partners organization, a working group could be formed to share information and experience among the various governments that have or are considering bilateral frameworks e.g. MOU, to address illegal logging issues. The objective of this group could be rapid and effective implementation of the frameworks.
  • A technical workshop to support developing countries and companies in implementing reduced impact logging (national codes of practice for forest harvesting), expanding the existing work of FAO.
  • A program of implementation of certification programs in Asia by encouraging companies and communities both in producer and consumer countries. Coordinated activities among the various partners could lead to joint implementation of the certification programs.
  • A working group by partners, especially from business sectors, to develop voluntary codes of conduct with respect to trade, timber tracking, and other activities.
  • A working group that would convene officials from enforcement agencies around Asia to develop protocols for cooperation and even joint operations to combat the trade in illegal timber and to improve the implementation of the FLEG or FLEGT.
