Work Plan (Harmonization) proposed by MoFA-Japan

1. Title of the Work Plan

Harmonization of existing initiatives to combat illegal logging in the region, including the Asia FLEGT, the Pan-ASEAN Timber Certification Initiative, ITTO etc.

2. Main objective of the Work Plan

There are a wide range of activities already undertaken in the region in the fields of combating illegal logging. In this regard, stocktaking of on-going and already implemented efforts be promoted as the first step for AFP, as it could eventually contribute to efficient utilization of existing resources as well as to securing additional resources.
Main objective of the work plan is to harmonize existing initiatives to combat illegal logging in the region, including the Asia FLEGT, the Pan-ASEAN Timber Certification Initiative, ITTO etc, in order to address illegal logging issues more effectively.

3. Expected results

Though many initiatives already exist to combat illegal logging, the work plan is expected to bring the following results:

A strengthening of, and enhancing the efficiency of, existing programs by, amongst other processes, providing a framework for conducting research, and the exchange of information and experience with other initiatives;
The identification and implementation of new initiatives.

4. Expected results

Convene a regional meeting among relevant stakeholders who are addressing the issues of combating illegal logging, including the Asia FLEGT, the Pan-ASEAN Timber Certification Initiative, ITTO etc.

5. Time frame

6 months-1 year

6. Arrangements for potential funding

Various possible sources, including ODA and non-governmental financing.

Note:

The following is a summary of feedback to this Work Plan from participants to the AFP 3 meeting held November 21, 2003 in Japan.

1.    UK government representative expressed that harmonization of ongoing activities is important in order to avoid duplication of efforts. He also expressed that when action will be proposed, this will likely to stretch resources within the countries.

2.    Malaysian Timber Certification Council representative expressed that illegal logging should be addressed as part of certification and AFP should encourage and support of national schemes of certification that exist.

*At the meeting held among officials from the governments of Japan and the UK in Tokyo on 3rd and 5th December 2003 to discuss collaborative work on illegal logging, the representative of the government of the UK expressed that the UK will consider support to work plan “Harmonization of existing initiatives to combat illegal logging in the region, including the Asia FLEG, the Pan-ASEAN Timber Certification Initiative, ITTO etc” following discussion with other partners.
