1. Title of the Work Plan
Supporting the Task Force for Possible Establishment of a Secretariat to
Strengthen the AFP
2. Main objectives of the Work Plan
The Regional Workshop on Strengthening the Asia Forest
Partnership held in Yogyakarta, 30 August – 1 September 2004 has recommended to
the AFP to start deliberating on concrete steps pertaining to the strengthening
of AFP.
One important outcome of the workshop was the common view to formalize the
structure of the partnership, from where partners may contribute in the
partnership based on the agreed rights, roles and responsibilities. Although the
idea of establishing a ”permanent secretariat” within the proposed structure was
deferred, the participants were on the view that to move one step forward, the
AFP must have a formal structure, standardized procedures, and mechanism on
membership.
“Announcement on Strengthening the Asia Forest Partnership” announced at the 4th
Meeting of the AFP in Tokyo, December 2004 reflects among others, the chapters
on organizational matters, membership, and partners contribution. The
announcement also assigns AFP to further deliberate a formal structure of AFP
and its financial implications, standardized procedures, and mechanism on
membership by establishing a task force/small working group. These activities
are carried out to strengthen the Asia Forest Partnership.
3. Expected Results
The task force is expected to study and explore
membership procedures, financial contribution, and the possibility of
establishing a secretariat including its financial implications, which will have
the capacity to conduct, among others:

Meeting preparations

Work plan preparations including format and
procedures of work plan
-
Monitoring progress of implementation
-
Fund Raising/resource mobilization and financial
management
The Task Force submit its report and recommendation to
the 5th Meeting of the AFP.
4. Modalities/Procedures
-
Identify member of the task force which come from
active partners of AFP
-
Hire consultant/team of consultants to assist a work
of the task force to design the structure and mechanism of the AFP including
establishment of a secretariat
-
Discuss, review a result through e-mail
communication
-
Convene a meeting to discuss and review a result
which participants are the member of the task force, the consultants, and
leading partners of AFP
-
Submit a result and recommendation to the fifth AFP
meeting in 2005 for consideration and adoption
5. Time frame
December 2004: Establishment of the Task
Force/Small Working Group at the AFP-4
March 2005: Convene a meeting of the Task
Force to identify Consultants, finalize TOR.
Draft of the TOR has been posted at the AFP Website for additional comments
and input from partners
April 2005: Selected consultant have been
decided
May – July 2005: Appropriate study and
report carried out by consultants
July/August 2005: Convene a meeting of the task force and
consultants.
Consultants submit its report and recommendation to the Task Force
Review of the report and recommendation made by the Task Force
August/Sept 2005: Providing the report and
recommendation for comments and input from partners through AFP Web site
and/or AFP Sharing Information
October 2005: Convene a meeting of the task
force and leading partners
Finalising the report and recommendation to be presented at the 5th meeting
of the AFP
Nov/Dec 2005: Report the result to the 5th
Meeting of the AFP
6. Arrangements for potential funding
The Activity is hopefully supported by the ITTO, Government of Japan,
Government of United Kingdom, Government of USA, Government of Norway,
Government of Finland, World Bank, and/or other funding sources.
