Dr. Takeshi Toma (CIFOR)
Slide 1: The agreed actions from the working group in AFP2
WG I: Forest and timber certification as a means to verify legality
WG II: Forest Fires and Trans-boundary Haze Pollution
WG III: Reforestation and degraded land rehabilitation
Slide 2: Forest and timber certification as a means to verify legality
(1/2)
Time Frame to achieve progress:
6 months - 1 year
Modalities/procedures to ensure expectations are met need to be developedd
Resources (financial, capacity, active working groups & commitments from AFP
members) need to be found.
- Work with existing regional initiatives (Asia FLEGT, the Pan-ASEAN
Timber Certification Initiative, ITTO) and examine potentiality of
consolidation
- Review the existing bilateral agreements/announcements on illegal
logging and determine how they relate to other regional initiatives (e.g.
Indonesia-Japan Joint Announcement Action Plan))
Slide 3: Forest and timber certification as a means to verify
legality (2/2)
- Continue and encourage on-going information exchange among members of
AFP (e.g., ITTO cost/benefit study on certification, implications of legal
compliance, regular workshops, studies etc.)
- Obtain clear understanding by AFP members on minimum standards of
legality (working towards a harmonized understanding of legality);
- Obtain commitment on legality from partner governments using independent
third-party verification; and
Build capacity for certification, chain of custody, SFM at both ground and
policy levels.
Slide 4: Forest Fires and Trans-boundary Haze Pollution
- Developing a common understanding about forest fire management using
existing information and technology
- Gathering of information on on-going activities
- Comparing and discussing different approaches, technology
- Develop guidelines for training education (generic guidelines for
regional use) ・especially to community surrounding the forest
- The information should be expanded to another countries ・sharing
information, dissemination
Slide 5: Reforestation and degraded land rehabilitation (1/2)
- Understanding what other partners are doing
- Policy, monetary and fiscal analysis on reforestation
- Use of participatory approach and conflict resolution
- Reviewing and improving delivery system
- Institutional capacity building
Slide 6: Reforestation and degraded land rehabilitation (2/2)
- Reviewing /compiling research findings for rehabilitation on
applicability, site specific issues, and who are doing what?
- Workshop/seminar on rehabilitation
- Identifying success/failure stories in the region
- Clarifying rehabilitation benefit for the poor people
- Relevant model of rehabilitation
